Washington Monthly's 2010 baccalaureate college rankings places Elizabeth City State University at #11. Rankings for schools were "based on their contribution to the public good in three broad categories: Social Mobility (recruiting and graduating low-income students), Research (producing cutting-edge scholarship and PhDs), and Service (encouraging students to give something back to their country)." The editors report they classified institutions of higher learning in specific categories: national and liberal arts colleges, and the top 50 rankings for universities offering master's degrees, those offering bachelor's degrees and community colleges. One factor that distinguishes their college guide from others is a close examination of how wisely the universities and spend  tax dollars.
